这段数据的逻辑很直白：每个节点有唯一 code 和展示用 name，子级放在 children 里。code 用行政区划代码，好处是天然唯一，后续对接后端接口时不用再做映射。参数上要注意，code 一定用字符串而不是数字，因为行政区划代码存在前导零的情况，用数字会丢精度，这是血泪经验。
